Bill Summary
This bill would authorize the Commissioner of Insurance to establish a state health insurance exchange for the purchase and sale of qualified health insurance plans in the individual market in this state. The state health insurance exchange would be in lieu of participation in the federal health insurance exchange under the federal Affordable Care Act (ACA)
This bill would also authorize the Commissioner of Insurance to apply for the appropriate waivers to establish a reinsurance program for the individual health insurance market in this state for eligible health carriers participating in the state health insurance exchange
Relating to insurance; to authorize the Commissioner of Insurance to establish a state health insurance exchange for the purchase and sale of qualified health insurance plans in the individual market in this state; to authorize the Commissioner of Insurance to apply for the appropriate waivers from the federal government necessary to establish a reinsurance program for the individual health insurance market in this state; and to amend Sections 10A-20-6.16 and 27-21A-23, Code of Alabama 1975, relating to certain health care service corporations and health maintenance organizations, for the purposes of this act.
