Bill Summary
Under existing law, unless they are exempt because of age, disability, pregnancy, or other specified reasons, all applicants and recipients of Supplemental Nutritional Assistance Program (SNAP benefits) must meet general federal work requirements, and able-bodied adults without dependents (ABAWDs) must meet special federal work requirements, in addition to the general federal work requirements, to maintain their eligibility for benefits. ABAWDs can only get SNAP benefits for three months in a three-year period if they do not meet the special federal work requirements. States may request to temporarily waive the special federal work requirement for ABAWDs when unemployment is high or when there are not enough jobs available within the state
This bill would prohibit the Commissioner of the Department of Human Resources from requesting a waiver of the special federal work requirements for ABAWDs who are applicants or recipients of the Supplemental Nutritional Assistance Program
Relating to federal assistance; to prohibit the Commissioner of the Department of Human Resources from requesting a waiver of federal work requirements for able-bodied adults without dependents who are applicants or recipients of the Supplemental Nutritional Assistance Program (SNAP); and to require all able-bodied adults without dependents who are applicants or recipients of SNAP benefits to participate in minimum work requirements, provide documentation of engaging in work training, or participate in volunteer community service and to provide limited exemptions from these work requirements.
