Alabama Bill To Prohibit Cities From Banning Plastic Bags Fails Procedural Vote

Alabama bill SB 244, sponsored by Steve Livingston (R-Scottsboro), which would have prevented any county or city in the state from banning plastic bags, has failed on a procedural vote, 17-13. The bill failed by one vote, needing 18 to pass.
The bill faced opposition from Senators in coastal cities as well as the Birmingham, Montgomery, Mobile, Huntsville, and Tuscaloosa city councils.
The bill is not completely dead and could come up again during this session.
